Under the EU FRiT 1 (Facility for Refugees in Turkey), the General Procurement Notice for the “Development of Businesses and Entrepreneurship for Syrians under Temporary Protection and Turkish Citizens Project” (Project ID No. P168731), which is planned to be carried out by KOSGEB through the World Bank, is announced to the related parties.

Republic of Turkey has been allocated grant funds (the “Grant") in the amount of EUR 1.840.000,00 equivalent toward the cost of the, Development of Businesses and Entrepreneurship for Syrians under Temporary Protection and Turkish Citizens and  intends to apply part of the proceeds to payments for goods, non-consulting and consulting services which will be implemented by the Small and Medium Enterprises Development Organization (KOSGEB)under the Ministry of Industry and Technology. The contracts will be financed under the  Special Measure of the European Commission for European Union Facility for Refugees in Turkey (EU FRIT).  Project funds were allocated to the World Bank to finance and administer this project. The development objective of the project is to support the growth of small and medium enterprises (SMEs) and increase employment and entrepreneurship opportunities for Syrians under Temporary Protection (SuTP) and Turkish Citizens in the pilot province of Gaziantep. The Project has two components. Component 1 with a ceiling of EUR 1.405.333,00 will support KOSGEB to implement a pilot small-grant scheme in a pilot province (Gaziantep) aimed to support existing businesses of SuTPs and Turkish citizens, and new SuTP entrepreneurs, and Component 2 amounting EUR 434.667,00 will be used for strengthening the institutional capacity of KOSGEB.  

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank's external website and  https://www.kosgeb.gov.tr.
